Renovate Repair Paint Rule 2010
Common renovation activities like sanding, cutting, and demolition can create hazardous lead dust and chips by disturbing lead-based paint, which can be harmful to adults and children.
To protect against this risk, on April 22, 2008, EPA issued a rule requiring the use of lead-safe practices and other actions aimed at preventing lead poisoning. Under the rule, beginning April 22, 2010, contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination.
Under the rule, child-occupied facilities are defined as residential, public or commercial buildings where children under age six are present on a regular basis. The requirements apply to renovation, repair or painting activities. The rule does not apply to minor maintenance or repair activities where less than six square feet of lead-based paint is disturbed in a room or where less then 20 square feet of lead-based paint is disturbed on the exterior. Window replacement is not minor maintenance or repair.
Among the states where Get The Lead Out® provides lead paint inspection services, North Carolina and Mississippi have their own RRP programs, while other states have decided to let EPA regulate these regulations.
If you are in North Carolina, the following website discusses this state’s regulations:

In Mississippi, this website has information pertaining to that state:

TYPES OF LEAD PAINT IDENTIFICATION SERVICES
Lead-based paint inspections are conducted by appropriately state-certified/licensed personnel. There are several different services that are available as it pertains to evaluating lead-based paint. Please keep in mind that lead-based paint was removed from the market in 1978, so concerns about lead-based paint should not apply to houses built after that time.
Lead-Based Paint XRF Hazard Screen
This evaluation is perfect for the residential home buyer or remodeler who wants general information about the house as it pertains to lead-based paint and possible problem areas. This evaluation focuses on surfaces that could pose a threat of lead-based hazards, if they were coated with lead-based paint. The surfaces that are evaluated with the XRF (x-ray fluorescence) in the Hazard Screen are friction and impact surfaces or areas that are being considered for renovation.
Lead-Based Paint Inspection
A lead-based paint inspection is a comprehensive analysis of the lead content of every painted surface inside and outside of the home. The XRF is used to measure the lead content of all painted surfaces and the results are classified as either positive or negative for lead-based paint. The painted surfaces are also classified as to the condition of the paint which could be either intact or poor.
Lead Hazard Risk Assessment
Get The Lead Out® can prepare comprehensive lead risk assessment plans. To comply with insurance agency requests, public housing authority requirements, or cases of lead contamination and associated litigation, we offer a lead risk assessment program. This program investigates a facility for potential sources of lead contamination. Lead identification includes the determination of lead in deteriorated painted surfaces (interior and exterior surfaces), settled dust, soil and (if requested) drinking water of a property. The results are compared to federal, state, local, and industry standards and the culmination of observed results aid in developing a risk factor for the subject site.
Lead-Based Paint Risk Assessment/Inspection Combination
For clients that are especially concerned about possible lead-based paint hazards, this is the most comprehensive evaluation available. Not only does this analysis provide the services of a lead-based paint inspection (lead concentration mapping of all painted surfaces), but a full evaluation of current hazards is also performed.
To evaluate current lead hazards, lead dust wipe samples are taken from surfaces within each room where children are most likely to be. Results obtained from these samples will give an indication as to how much lead-containing dust (or small paint chips) is accessible for potential exposure. Soil samples will also be taken from any bare soil observed along the “drip-line” of the house or in children’s play areas. If requested, a sampling of the water in the plumbing system will also be performed to determine if any lead is found in the water supply of the house.
